How can we improve sanitation and better manage human waste in low-income urban communities?

Sanitation In context and a great starting point
Sanitation when starting from scratch must be extremely inclusive and the design solution must follow and respect the already in place traditions and behaviours. What i thought immediately after reading the design brief was "Inclusive Urban Design" a book written by Clara Greed; Even though we are being asked to Design for rural communities Greed frames the issues and considerations that many public toilets have ignored even now in many First world nations., She also points out the cultural, gender and security issues that must be taken into consideration when designing for a large amount of users.My guess is that the most feasible responses to the challenge will be directed towards public infrastructure because it is hard for me to imagine that everyone will be able to afford a toilet in this communities; but off course the solutions are not limited to toilets and variations of it and i would really love to see what other propositions people may come up with in the concept phase. Inclusive Urban Design, "Public Toilets" is a great starting point to start understanding the complexities of the challenge; the next step will be i believe to look for more specific locations and start getting in detail of their current sanitation procedures, traditions and beliefs in order to come up with a more user based solution.
What are they lacking and What is causing problems in sanitation?
What resources are available in the region?
How aware is the population about sanitation and the problems it may be causing if not done properly?
what would encourage people to change their behaviour?
