Be like Berlin - attract artists and encourage art

Artists can exert a powerful regenerative influence in cities. Take any major city in the world and thriving areas are the artists' quarters. Shoreditch in London, Williamsburg in New York, Kreuzberg in Berlin - once run down areas that now thrive.
The commercial creative community tends to follow the artistic community. That's why the once run-down area around the Hoxton roundabout in London, for instance, has been dubbed 'Silicon Roundabout', and is home to more start-ups and creative agencies than any other area in the UK. 

Of course, London isn't a run-down city on the scale of Detroit, and for artists to move in anywhere there needs to be an art market nearby for them to sell their work. However cities like Berlin, have been able to lure artistic and commercial talent away from more obvious cities.

I'm friends with a group of traveling clowns. They speak of Berlin as if it is the promised land of performing arts. Daily busking in Berlin is rumored to yield hundreds of dollars for the performer. It's interesting how this type of reputation takes flight, and makes me wonder what prevents that type of market from being over-saturated?

Also if it was a city decision to attract this type of traveler or if it happened organically? good inspiration, leads me to lots of different questions.
