Detroit Business Customer Loyalty Program

If you spend money in Detroit, you're rewarded by getting cash back or coupons to spend in Detroit at participating businesses. Basically I'm envisioning a rewards program that encompasses hundreds of local businesses.
I've been concepting this a little bit here, and I'm envisioning something more like the Discover Cashback Rewards program instead.  In exchange for intrinsic geographically-targeted marketing, business generation, and customer behavior insights, Detroit-based businesses can sign up and provide discounts on their products to customers enrolled in the rewards program.  Customers get cash back on purchases of goods and services at participating businesses, giving them incentive to become a long-term return shopper. 

This kind of organization can employ a rewards program solution using a number of various 3rd party program hosting vendors.  One potential that I've come across that's scalable but has limited functionality (not a full solution for what I have in mind here) is Punchd! by Google. 

For fun, I was thinking this could be called the "Fight For Detroit" rewards program, powered by Punchd! software.  The more punches, the better our fight to save the city.

Interesting twist. These point systems are also a form of currency, albeit on a much smaller scale. What I find interesting is using a device like this to include multinational corporations in the local currency system. The businesses that do not source from local suppliers and would thereby have limited use for a local currency could also the currency (or points) as an incentive to people who patronize their local outlets.
