How might we design an accessible election experience for everyone?
Concept
1 candidate program = 1 Youtube video + 1 audio file diffused through internet & cellphones
Using Youtube options, internet and cellphones to make sure voters understand political options on the table and make a choice representing what they think\need, thus accessing intellectually to election process.Each election posts a Youtube video explaining details of his political program just few months before election. From this videos, subtitles will be available in your language* and a robot will translate into a audio format. You will then be able to see the original video with subtitles, with an audio file of a robot** or a person if there is a volunteer. You will aso be able to download subtitles and the audio file.
The video or just the audio part of each candidate will then be transmitted to all voters through their email and\or cellphone. We could even imagine through radio (but let's candidates to do that)
Putting It could be mandatory or there will be incentives for candidates to do so (ex: free advertising, a "transparency" price).
*There is already a service developed by Youtube that automatically create subtitles from audio capture for about 46 languages. The quality is not great but i am sure some people could have access to subtitles and increase them (like Wikipedia data management).
**I am also sure we can create audio track from subtitles. Do you know any softwares? We could also use the same principle of Wikipedia to have people increasing quality of audio track.
How will this concept improve election accessibility for everyone?
This information will be available in all languages of the country and using most developed\in development communication networks: cellphone and internet. Thus having a very large coverage in the population.
PS: One interesting effect but not relevant to this challenge would be that it will also dramatically increase accountability in politics.
How well does this concept adapt to the changing needs of different voter communities?
- Subtitles: allow people to READ candidate program (when you are in full-screen, characters are also bigger).
- Audio track: allow people to HEAR candidate program.
- Cellphone: allow people to ACCESS data FROM REMOTE AREA (ex: in Burkina Faso, each village has a minimum of one and often a lot cellphones with multimedia options).
- Video pause option: allow people to PAUSE and REWIND if they don't understand
- Youtube: allow people to better ACCESS to the data by having ONE PLACE.
What kinds of resources – whether time, money, people, partnerships, technology or otherwise – will be needed to get this concept off the ground?
- Money to create the website and pay a full-time staff to develop\diffuse the service
- 1-2 courageous political candidates to promote it.
