sure, do it! :) that was my intention, to put it to some use. And Stockholm and Uppsala is full of cyclists even at 20 below zero and half a metre of snow... besides, a designated bike lane is easier to keep clean of ice and snow with tractors, the sidewalks are more difficult for them to drive on.

Does these bike lanes made of paving blocks? Or asphalt?
Because with asphalt here we always have puddles and a lot of mud. So it's not only cold but also extremely dirty to ride a bike in Moscow streets.

:) puddles on uneven asphalt is always a result of poorly prepared subsurface.

Are the city planners too cheap to construct the sand and gravel layers below the asphalt, the result will become lots and lots of potholes and extra maintenance costs in the future. Spend a little bit more to make the job done with higher quality, and you will save lots of money each year because less need for repairs. Especially in countries where top soil freezes in winter and thaws up when spring comes.
