Turn Vacant Windows into Art Galleries

One of the ugly sights you see in a city is a collection of boarded up windows. You could turn these into a street-facing art gallery by allowing artists to display their art in the windows of vacant buildings. This would give fresh exposure to emerging artists, increase the value of the buildings, and attract new business because of the foot traffic generated.
